    Kernow are in the IPC, so no POPLA:

    Ignore them! Or just write to tell thank them for confirming that they can't rely on the POFA, and to take the matter up with the driver and to stop harassing you.

    THEN ignore them.

    We used to have an excellent resource that gave precise numbers of court cases involving each individual parking operator. Sadly that is no longer available. But from memory, Kernow aren't a particularly litigious outfit, but they do have 6 years to try.

    1) - that's all you can do, but come back if f you get a Letter Before Claim or real court papers.
    2) - POPLA is not available to you as the PPC is an IPC Operator. Do not try the IPC version of POPLA.
    3) - you're finished with Kernow until/unless you get court papers. Likely now having to deal with debt collectors (totally ignorable).

    Have you tried for a landowner cancellation, it can sometimes work?
