If there were 2 or 3 stables it may have been reflected in your CT band, but may not have effectively increased it. However as the stables are now separately occupied they would be subject to a Non Domestic (or "Business") Rating assessment and the stables' occupier responsible for paying the rates. If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
I suspect the rateable value includes the whole property, house, stables and any other units. Consequently the House tenant should only be paying a proportion of that Water bill.
So how can we help the OP work out what proportion that should be?
It could either be split by a calculation of actual water use, by getting meters installed or by figuring out what the water rates should be on the house alone.Decluttering awards 2025: 🏅🏅🏅🏅⭐️⭐️⭐️ ⭐️⭐️, DH: 🏅🏅⭐️, DD1: 🏅 and one for Mum: 🏅0 -

This may or may not be correct. if the stables were built after 1989, they definitely won't be included. The stables if treated as outbuildings to the house, could form only a small proportion of the RV. Only the valuation Office Agency would know the answer to this and the probability is that the documentation has long ago been destroyed or lost or filed away somewhere unknown or accessible. Even if the VOA are able to and would agree to provide the information, it won't actually show a breakdown which will be easy to understand. If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
