ce-services.co.uk PCN

As the registered keeper of a vehicle I received a PCN from Civil Enforcement Limited (ce-services.co.uk) yesterday for parking in a 'Permit Holders Only' car park a couple of Sundays ago, so the PCN has been received within 14 days of the alleged offence.

I was not the driver at the time.

I have seen a thread regarding a PCN received from ce-services in Glasgow and as I have tried to read up on this subject, i know that there are different rules/laws for Scotland so that did not help me.

I am hoping someone might be able to help me as to whether or not I need to pay this or should I contest it and how?

Any help is gratefully received.

    If the vehicle is registered in England or Wales and that is where the alleged event occurred, then just send the appeal template in blue you will find in post 1 of the sticky thread for NEWBIES, unaltered from The Keeper. The NEWBIES is your one stop shop for all private parking charges.

    Once you have done that, start reading up on what to do next if/when your appeal is rejected.

    What happened when you complained to the landowner?

    Please complain to your MP about this unregulated scam and et us know what he/she says.

    It is not a quick thing to read, and don't expect the scammers to crumble at the sight of the first appeal. There are a couple that do, but not all of them.
    Keep an eye on dates and don't miss any appeal deadlines.
    More importantly, unless you really hate the driver, do not identify them. Even then I would rather the scammers didn't know.

    It is the will of Parliament that these scammers, (very often former clampers), be put out of business.

    Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.

    I have spend the last 24 hours reading various forums about PCN from ce-services and noticed your signature has the following "PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT UNLESS IN SCOTLAND OR NI ". I live in Glasgow and wonder if you could elaborate as to why you say unless in Scotland? Can ignore the notice. I don't really want to pay £60.
