Deposit Issue with Agency/Landlord

Dear all,
I have a question regarding on how to get back the deposit.
Ok so I left the property on the 28th of December.
On the 3rd of January after the checkout report was completed, I received an email from the agent simply stating "the landlord has communicated the intention to make some deductions, we will keep you posted on the total amount blahblahblah."
Now it's 15 working days after my tenancy ended and despite numerous calls and email I keep getting told that I will have the amount of deductions tomorrow tomorrow tomorrow.
The contract states that the landlord has 10 working days to inform the tenant if they propose to make any deductions on the deposit. Does that mean that with that email, simply saying they want to make deductions, they can hold the money until they actually propose those deductions?
At this stage I don't know if I should proceed with a claim at TDS.

email landlord and agent, keep copy, stating in the absence of any requested amounts you propose settling for zero deductions, & f they won't agree within 5 working days you will start dispute.
The deposit schemes are there to sort this sort of thing out!0 -

The TDS has strict timeframes, you'd be half way to getting it back if you had claimed on day 1 (which everyone should do)0 -
Just go via the TDs. As you've mentioned it I assume you know which one it is with and have correspondence from them confirming this0
