Social Services Care at Home - Savings Limits

I am trying to understand how savings can affect the local authority funding for caring for someone that needs help with mealtimes.
On the website it says
If you have savings or other capital assets over £23,250 then you would be expected to pay for the full cost of your care and support.
But what if savings are lower? Is the funding tapered and if so at what point would the full cost be covered.
Would be great if this information was easily available - hopefully there are forum/chat members with recent direct experience and knowledge they can share.
