Parking Eye PCN UHW Cardiff

Hello,
I received a PCN from Parking Eye due to me being the registered keeper of the vehicle caught on the ANPR camera. At the time and date of the incident at the University hospital of Wales in Cardiff, my wife was driving and taking my son to a hospital appointment. It seemed to be a peak time and there was no available patient spaces so my wife had the option of parking in the spaces reserved for staff or missing the appointment for my son. 1-2 weeks later, PCN was received in the post. I replied to them with the standard template on the forum here, and informed them i was not the driver and not intending to tell them the drivers details. I've had a reply from them, telling me I am liable for the charge unless I tell them the drivers details, (which i'm not going to). Just wondering, how I should proceed further? They have placed the charge on hold for 28 days to enable me to provide the
evidence of my appeal requested. If this information is not provided within 28 days, the appeal may well be rejected and a POPLA code provided. Any advice would be greatly received. Thanks in advance

did PE follow POFA2012 ? timescales and wording on your NTK
if they did, then you are liable as keeper , under POFA2012
if so , you can appeal to POPLA but would need to win on a technicality , due to the drivers error in parking incorrectly
if there is no loophole, then you will have to pay
a complaint to PALS is your best option here0 -
Complain to PALS.
That Hospital is notorious...ask the nurses who were forced to pay £26000 costs due to the (stated in open court by the Judge) wholly unreasonable conduct of an aggressive 'lay rep', who was named in the transcript and his conduct described.
