2 PCN's from 2 different vehicles

Firstly, thank you everyone for all of your time/efforts on the forum, it's genuinely appreciated.
- I have 2 PCN's for two different cars in the same car park.
- PCNs are from CEL
- I have written back with the initial template and have received responses. The first has given me a POPLA code (I will send them a letter), the second is saying I am too late (it's been 3 months)
Am I correct in saying that as I am now too late I can not write to POPLA for the second vehicle? Do I now simply wait for the debt collector letter and ignore?
Am I at a distinct disadvantage as I have two PCN's from the same car park?

Hi and welcome to the forums.
If you have based your forum username on your real name, you would be wise to get your forum username changed to something very much more anonymous.
To help with that, you might like to read this short extract from The MSE Forum Guide - Frequently Asked Questions & Rules:Q. How can I change my username?
A. In most circumstances, this is not permitted.
The only reason we will change your username is if it puts your privacy at risk. This usually means you've inadvertently registered using your name, email address or something that gives away your identity within your username.
If you fall into this category, email forumteam@moneysavingexpert.com and request that it is changed, giving three alternative usernames in order of preference.0 -
For the second one, try sending the NEWBIES thread template even though you already tried a late appeal. Purely because CEL will recognise that you are here and might cancel it, knowing you can no longer be misled.
The first one should be appealed to POPLA with a dozen pages long appeal based on all the other 2017/2018 CEL POPLA appeals you find when searching. Show us your draft POPLA appeal!
POPLA is not about sending a letter to anyone nor filling in the forms. The 3rd post of the NEWBIES thread tells you all about POPLA.

Thanks Coupon-Mad. I have already sent them the initial template letter from the newbie thread which is when they sent the "thank you, but you are too late to make an appeal" letter. Are you referring to another template which I can now send them? I can't see anything else other than the initial template and the POPLA template (which I am now unable to use as they won't give me a POPLA number). I am still not sure what I need to do now.

It is the will of Parliament that these scammers, (very often former clampers), be put out of business.
Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

If you have a PoPLA code for the first PCN, then use it as already advised.
If your second PCN has been appealed and rejected, then you are in ignore mode unless you get real court papers.I married my cousin. I had to...I don't have a sister.
