Can I balance transfer a PayPal credit balance onto a 0% card

PayPal credit isn't a proper credit card so a Balance Transfer card wouldn't permit it.

You could do so with a Money Transfer card: https://www.moneysavingexpert.com/credit-cards/money-transfers/

Get the money sent to your current account, then pay paypal off with the cash.

0% purchase card is very unlikely to work as they've now blocked paying your credit balance with almost all credit cards (it used to work, but I can't do it with any of mine anymore)
