Free dental costs?

Hi there I was wondering if anyone can help clear something up.
My dad recently started getting his pension since last year in July.... He recently has some dental work done and ticked the box that he was getting pension a couple of weeks/months he got a letter saying that he would have to pay for the treatment.
Now as far as he told me he is getting £164.35 a week and after googling says he is on the new state pension rate?.... Ave read something about having to be getting pension credit?
Am hazarding guess that he has to pay now but would helpful if anyone could confirm this?

Yes, you have to be in receipt of Pension Credit Guarantee Credit, the State Pension in itself doesn't passport you to free dental treatment
If his state pension is his only source of income and he has little or no savings he may be able to apply for some free healthcare via a HC2 form

Just had a further read into and it says "Guarantee Credit tops up your weekly income if it’s below £163 (for single people)" so I guess he missed out yeah?
So all I can do it get him to pay the costs now and get him to have look into the HC2 form?0
