Broken meter - no ones wants to fix?!

I think the point is being missed here..
You're supplier is only responsible for the meter itself and sometimes the meter tails; however nothing passed the main cable head.
You're supplier is not at fault here and they have a responsibility to make sure you don't build up debt - even if they could refund you it wouldn't be a wise move to request one on you're behalf because if the issue is ever resolved and new meter fitted - they may take some average readings on the new meter after a few months and use this to re-calculate you're bill for the period they couldn't bill you for.
Cancelling you're Direct Debit may not also be the wisest move - If you're using energy i'd continue to pay for it how do you know £50.00 would even cover you're electricity bill if you've never had a correct bill?
Ultimately if you can't fit a backboard which is you're responsibility then they can't fit a new meter - I understand this if it's there process.
Last option is a meter move - This is the DNO of you're area's responsibility as they fitted the supply - if they charge to move the supply then the cost of this is down to you're self.
In regards to the Ombudsman there isn't a case here ultimately OP fits a backboard that falls under safety regulations providing there's enough space to safely install a meter OR pays the DNO to move his supply.
Blame the previous owner if anyone that you're in this situation!
