First Letter Received - "Outside of the Appeal Deadline"

Don't worry, it's not me (using full name - naughty!), a colleague received her first letter from an IPC member (New Gen) for a "Reminder" that states she is unable to appeal because it's outside 29 days.
There was probably a delay, because the event happened just two days after purchasing the car, so it's unlikely to have been registered to her.
Bought new car 21/11/2018

Is the process the same?
The Newbies thread says:
Postal PCN from a BPA or IPC member ? (i.e. with no mention of any windscreen ticket):
A postal PCN or NTK might be headed up 'Reminder' or 'Charge Notice' or it may even be a letter from a debt collector - it is your Notice to Keeper, in effect, if it's the first letter to arrive. No need to wait, if the event was in England/Wales, appeal online as registered keeper (or as ''hirer/lessee'' if that's the case, see * below re lease/hire cars).
But I can't see where to appeal online? The letter does not include the information, because it's outside the deadline.

Look on the website. If it is not possible to appeal online, try by email taking screenshots before sending.
If that's still not possible, or to back up an email appeal send it by post from The Keeper, first class from a PO counter and ensure a free proof of posting is obtained.
If the NTK by whatever name has only just arrived, then the keeper points this out.
No doubt it will be rejected for being late, but it seems strange that more post to/from parking scammers gets lost than any other type of post. hmmmm.
Your colleague should come here and read up for herself about this unregulated scam, and complain to her MP.

Thank you for the advice, Fruitcake. She is yet to complain to the landowner. It's a block of flats owned by a large housing firm, so I can't imagine that will get very far. I will, however, ask her to pursue that and follow up on the appeal as you said. Many thanks.0

If this is the first letter to arrive after an alleged windscreen PCN then she can certainly appeal as keeper to the NTK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
