You can report something anonymously to the RSPCA but may have to reveal your details to the council.
I'm still left wondering what the OP expects the RSPCA to do about it, or what they're hoping to achieve. They won't care about any noise, that's not their remit. They won't care about cages, they'll see nothing wrong with keeping dogs in cages. Even if there is neglect present they'll likely just advise the owner what they need to do in order to improve. It's only in cases of extreme neglect, which I've seen no evidence of here that they'll take any further action.
If the OP sees the noise as that much of an issue they've two options, either speak to the owner or speak to the council and get them to assess if the noise actually breaks any rules.0 -
Question 2.2 of form TA6 you'll need to fill out when selling your property (and which forms a part of the contract) is "Is the seller aware of anything which might lead to a dispute about the property or a property nearby? If yes please give details"
So, whether you report to the council or not, you'll still be legally required to declare the barking dogs.0 -
If you want something done then call the police on noise grounds, there's not much the RSPCA can do since I don't think they're doing anything illegal. Keep a note of the times and such, see if you can keep track on how long the dogs are in the cages for, if they are kept in too long then the RSPCA can get involved.0
