Self Assessment bill

Not sure if anyone can shed any light...

I have submitted my self assessment tax return for self employment for tax year 17/18 and have my tax bill. I was employed for a few month as well as being self employed in this tax year. My tax bill didn't seem to take into account the tax I'd already paid through my employment. After querying this with hmrc they have now said that this amount has been deducted from tax owed however i owe the exact same amount extra but from employment in the tax year 15/16, so my tax bill is the same once they have deducted tax paid through employment and added tax owed from 15/16. Can they add tax owed from employment 2 years earlier onto my self assessment? Shouldn't they have noticed this earlier, its now 2019! Especially as for the tax year 16/17 they said I paid too much tax through employment and refunded me. Also, no where on my bill does it say that there is tax on there from tax year 15/16. They only told me this when I queried the bill. I'm guessing what they say goes and I'm going to have to pay?

    The only way is to check all your paperwork, i.e. payslips & P60/P45 against the demands issued by HMRC for each tax year.
