Registered keeper not at my address

A few months ago I got a PCN from Euro Car Parks for a fine for parking a vehicle in Bournemouth (never been there). The letter was not addressed to anyone who lives at my address (the surname was the same) and the vehicle is not one I have ever owned.
I opened it out of curiosity and wrote back saying not known at address etc but still the letters kept coming. Today was a new letter from Debt Recovery Plus who are acting on behalf of ECP.
How do I convince them that nobody of the name or vehicle lives at my address??

Complain to Steve Clark of the BPA. Give him all the details and copies of all correspondence and ask him to investigate. Send a copy of that to the DVLA as well and ask them to open an investigation because you believe there has been a serious breach of your privacy under the DPA (in which they have been complicit by erroneously releasing your personal data to a third party who has no entitlement to it - lay it on thick with the DVLA).

Debt collectors are powerless and can do absolutely nothing except send you poor quality bog paper.
As well as the complaints advised above, you could send an SAR to the scammers and ask what personal information they hold about you.
You would have to provide proof of ID to the scammers to do this. Normally this would simply be a copy of the V5, but you do not have this option as you were never the keeper of this car.
If you wish to send an SAR you could send a copy of a utility bill, suitable redacted.
The ICO has said that asking for photo ID is unreasonable.
Please also complain to your MP about this unregulated scam.I married my cousin. I had to...I don't have a sister.
