No PCN received only Debt collection

Hi All,
In a bit of a stress with the situation I'm in.
I received a debt collection notice on 19th December for a parking violation on 9th November however where I'm really frustrated is that
1. I purchased a ticket (although it was via an app and 50 mins after i entered the premises which then made it an off-peak ticket.)
2. I did not receive any PCN and so wasn't given the opportunity to dispute the PCN.
3. The only correspondence I have had is with the debt collection stating that the 28 days to appeal is over and now the debt is rising up to £170 and will continue to rise if not paid. I've tried to explain over the phone however they have not taken any of the above into account just rude and abrupt people on the phone.

I can pay the £170 quite easily and be done with the matter, but its the fact that I was never given the opportunity to dispute that is irking me.

Can anyone help me with some advice?

    Ignore debt collectors, 100% powerless morons and never contact them again

    Who is the parking company?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
