Shared yard with flat- Rubbish from workmen

I share a yard with upstairs (its the front yard) we both use it to access the flats (downstairs and upstairs).

The guy upstairs rents and before Christmas had a new boiler put in, the contractors/ company left the packaging in the shared yard. The guy has the upstairs flat so I am guessing it doesn't bother him but they left the large cardboard box and the polystyrene along with other bits and pieces in the yard next to the bins.
I have contacted the agent which runs the property about this and they said they would send someone out to the property to remove it (over a week ago).
This has still not been done, I am looking for advice on how to proceed in this? do I write again? Or do I contact the council?


The contractor also didn't remove the old overflow pipe so this is now just sitting in mid air and I asked them to look at this but again nothing has been done. I am worried that they have not done anything when I am trying to help them?

    Have you spoken to the upstairs neighbour who generated the rubbish?

    Write again to the agent and tell them that nothing has moved, and that the old overflow pipe is also in need of removal.
