Does anybody know if paying off all debt in full ie credit cards etc will increase your credit score?
Also why does my credit rating fluctuate so much from month to month when my payments remain the same and are paid on time?

Ignore your credit scores. They have nothing to do with credit worthiness and are not used in lending.
If you're carrying interest bearing debt, clear it as soon as you can, regardless of any change in your scores.0 -
