Follow up PCN, but initial one not received

I have received a PCN reminder but I never received the initial letter.
It is from Premier Parking Solutions, Newton Abbot and seems to relate to me parking in a shopping center car park for 3.5 hours. Having looked at the car park today it does state that you can only stay for 3 hours. For the whole 3.5 hours we were shopping and spent close to £500 before Christmas.
The latest letter says that appeal is now closed as I didn’t respond to the initial letter and I must pay or it will go to court.
What are my options now?
Obviously I don’t want to pay, I don’t feel i should bed to when I was using the car park genuinely for shopping.

You contact the shopping centre and complain that, due to them infesting the car park with scammers (word as used in Parliament) your £500 might cost you £600 and you are considering bringing it all back for a refund so you can pay the PPC's fake invoice! Insist they get it cancelled.0

Definitely a STRONG complain to the retail Manager and copy in the landowner/property agent who runs the retail park (Google the place).
Many will cancel on the spot.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
