I want to transfer a balance to a new credit card and checked my chances of success, this came back as 0 - 10% as I have only just moved house. If enter my old home address which I still own, I get 95 - 100%. Can I still apply using my old address even though don't live there and change the address afterwards or is it illegal.

A lot of applications will ask for address history for at least the last 3 years.0

When I applied using my new address, I stated my old address of 16+ years and got 0 - 10% chance of success, which is why I tried using my old one.0
