Please help!

I am a bit confused on what to do next, on the 19/11/18 on a trip to London, I have received a parking ticket for overstaying, I have paid for 2 hours which was the maximum I could pay for on the screen and went into a visa centre, my ticket was valid until 15:09 and because I had to go through security ( scanner ) and everything and was asked to switch my phone off, I could not tell what time it was. I did ask one of the employees if I could get back out in order to extend my ticket and was told that I couldn't because there's a queue and if I chose to leave I will lose my place and will have to book another appointment. I wasn't going to go back to Wales and back again!
so I stayed and completed the entire visa process, but by the time I got out and back up to the car I found a ticket had been issued already reading 15:20.
I went online and searched what to do next and found out if the firm isn't on the BPA / IPC websites then I should not contact them and forget about it, in my case '' H&F'' Hammersmith and Fulham isn't on either of the websites so technically they could not get hold of my details so I left it there.
It's just now I revived a letter from them dated 03.01.19 with the name and address.
I really don't understand how they got hold of my details through DVLA even though they are not a member of BPA or IPC
am I missing something here? please advice

    Hammersmith and Fulham is a council not private parking

    Suggest you go to http://forums.pepipoo.com/ who are very
    good with council matters.
    Do not use a hotmail addy with the site

    Is this then a council parking ticket? If so you would be better taking this over to our friends on pepipoo.co, but you will need to register with a non-Hotmail email address to get an account there.

    Pepipoo is the place to go for council and police motoring matters.

    if it is council then its nothing to do with the BPA or IPC as they deal with private companies , so pepipoo is your best place for advice

    if the "firm" is a private company, then please name them
  • Thank you for the replies, I was under the impression that council tickets come in yellow envelopes and not white ones which made me think they were a private firm, I will go on pepippo.com and see if I can get some sort of advice, thank you again

    they are a different internet forum that have more sections , including sections for private parking tickets, council tickets and other things too
