CEL Frimley Parade - Appeal Refused

Hi All,
Had a PCN from the jokers at CEL for the good old Frimley Parade.
Used the template from:
https://forums.moneysavingexpert.com/discussion/5670877/civil-enforcement-ltd-parking-charge-notice-successfully-appealed-directly
and they've (unsurprisingly) rejected it. Send the exact same to POPLA or does it need adjusted as it's now approaching 2 years old?
In addition, one thing I have noticed with this car park is there is actually an area you "could" be stopped (yellow hatches) but in very poor condition and completely rubbed off in some areas, thus not actually utilising any parking spaces.
Any guidance on whether to include the above for POPLA or is it not worth while?

You need to search the forum for CEL POPLA appeals, they need to be longer than the BLUE text initial appeal, which is only designed to elicit a POPLA code.0
