UKPC drivers details asked for after receiving initial letter

Hi all. Hopefully a quick one. Got a PCN from UKPC for a 17 minute overstay at a retail park. Sent the template in the sticky including information about blue badge etc. Had a letter from UKPC asking for me to name the driver so they can make a determination. If I don't provide it they will make their decision based on our previous submissions.

I'm guessing that the answer is don't give them the details and let them make the decision based on us shipping and having a wheelchair user that was all clearly stated in my original email to them.
