Not Cornwall but North Devon
Golden Coast has a Wavesurfer surfing simulator
Also access to their own surf school with instructors and a bus service which runs between the Park and the beach.

Hendra Holiday Park

Newquay is probably one the best place with older teenagers for water based activities. surf lessons will cost around £40

Haven Perran sands, our boys had a great time surfing there. Lots of other activities to do on site. You don't say if you are looking for touring or static, but both available there.0
