Saw a giant pipe attached to the outside of our flat, do they need planning permission for this!?

One other thing, the owners of the said block (mentioned in a previous post) behind the alley way at the side of our flat have attached a giant pipe to our wall (see pics).
Speaking to my neighbour below, he says he was never asked for permission (or consent) for this pipe to go be drilled against our wall or even told about it. Would they need planning permission for this? Or can they go around it because its some kind of fire safety pipe?
I am just curious in case they start getting funny I can call them out on this.

You need to host pictures on a 3rd party site, then post the link here.

If you own the building they would need your permission to fix something to it. I doubt they need planning permission if it's in an alleyway.Changing the world, one sarcastic comment at a time.0
