NTK sent to OLD address

Parking ticket on windshield while attending my sick newborn in specialist hospital ward. I was only dropping off milk at 12:30 AM
NTK sent to register keeper address which happens to be the old address, person moved house but forgot to change address on DVLA. Only got the ntk letter by luck visiting the old address.
Should they use the template & email them? What address should they type at the end of the template letter? New one or old one? NTK is addressed to the old address?
Help appreciated.

You will need to inform XXXXX by email, using the contact DPO email shown on their data privacy page of your correct address, to confirm it, and to make them erase the old one they'll have sent the letters to. And ask them for copies of all letters sent and all photos taken. That will be the way forward.

So this situation of NTK with old address, will it allow them to get this ticket canceled then?0

no, because it was the responsibility of the RK to change that address, so they have followed the rule of writing to the registered address for the RK, as held by the DVLA, same as the police would with a speeding ticket
your best option is to complain to PALS and get it cancelled0 -
ticket was put on windshield on 24/10/18, pals were contacted then & they refused to help. The NTK arrived was sent dated 8/01/19 which is 76 days after. Can this delay help in any way? asking for help to get out of this.0

send them the blue text appeal, appealing as keeper, as well as the data rectification notice to their DPO , by email
only appeal by email if the NTK allows it, follow the appeal process listed on that NTK, do not assume that you can email the appeal unless it specifically says so0 -

We can't help with PALS when we don't yet know which hospital this was.
I expect your mind is elsewhere and would rather not have this crap from an unregulated scammer on your mind.
Contact the hospital CEO/Director or whoever is in charge as well as having another go at PALS.
Complain to your MP about this disgraceful treatment of a new mother bringing life-saving milk to her newborn.
Dropping off and picking up is not parking and judges have stated this in court. Can you imagine if this had been for organ or a blood transport, both types of lifesaving deliveries and the furore it would have caused had one of those vehicles been ticketed. Lay it on thick!
Point this out in all correspondence.
Use social media, hospital website/fakebook page, local and national press if you feel up to it. The Daily Mail for all their faults are well up for this sort of injustice.
Have you updated DVLA with your new address for both V5 and Driving Licence? They need to be done separately and you can get a real fine of £1000 each for not doing so.
Have you sent a rectification notice to the scammers' DPO as well as the appeal template.
Did you send the appeal by post from a Post Office counter and obtain a free proof of posting? If not you will need to do this, as otherwise you have no proof it was sent.
If you can appeal electronically by an appeal portal, or by email you should do that as well, and take a screen grab or photo just before you hit send.
If the date on the NTK was 76 days after the date of the alleged event, then it is too late to meet keeper liability requirements of the POFA 2012, meaning only the driver can be held liable. If the scammers don't know who was driving, then don't tell them or anyone else.
You were obviously an occupant of the car, but this does not in any way imply that you were the driver, and nobody can prove otherwise. It's a very valuable defence point so keep that information safe.
Think very hard, did someone else take you to the hospital that day. If they did, then you should say you were not driving. No other response is required for any other situation.I married my cousin. I had to...I don't have a sister.

You only have to Google it or phone the Hospital and ask for PALS.

Odd? Your situation is one where they have a duty to assist and if they are useless, take it to the CEO of the NHS trust as a formal complaint.

When we say appeal we mean appeal as keeper online if the NTK offers online or email appeal. That is NOT the same email as the DPO referred to above for rectifying your address data, which is contact they should show on their PRIVACY page.PRIVATE 'PCN'?
