Is that the wall in question? If so, then I'm not seeing the DPC in that pic. Is it below ground?

If so, where are the white garden plastic chairs?
Or is it pointless and random photo of a bench?
We need to see exactly what the outside of the actual wall looks like!
And I too want more information on the landlord's oral.0 -

We are not interested in pictures of random benches (or chairs or beds or any other furniture).
the original question was "what's on the outside of that wall?" meaning
* is there garden soil or a raised terrace breaching the damp proof course?
* is there a damp proof course?
* is there a leaking gutter or downpipe?
* is there a blocked and over-flowing drain?

Also - have you checked your roof pointing/tiles/gutters?
Are there steps leading to a door outside near there that are above the DPC? - if so - any crack etc in that could bypass your DPC and cause damp to spread internally.
DPCs are not always visible.0
