Newlyn PLC won't accept payment plan. Bailiffs attend next wk. Please help!

Hi, hopefully this is posted in the right place. I'm in urgent need of help please.
I've received a letter from Newlyn plc about a parking fine. The background is that I parked in a loading bay outside of Subway while I grabbed a sandwich. I was out of the car for 5/10 minutes (people park here all the time as there is nowhere else for this subway shop) when I came out I had a ticket and saw the parking lady walking off.
I'd forgotten about it tbh and didn't receive anything about attending court.
I've had a letter this week saying that I owe £188 and that I need to call them or else the bailiffs would take my goods in 7days.
I called them today to set up a payment plan to get it over and done with but she said there's no option of a payment plan as it is a court order, and that I need to pay it by the 18th Jan 2019 (next week!)
I'm currently out of work and only get 140 a fortnight, out of which I have to pay all my bills and look after my 9yo child who lives with me all the time.
There is no physical way that I could get that amount of money by next week, but if I don't they will add on £345! That's even more impossible for me to pay. They will also take my goods away, of which I don't have much of anyway.
I'm really feeling quite sick and scared tbh. I know it's my own fault and that it needs to be paid, but I thought I could pay it off over time?
Please can I get some help?

Who is the letter from?
If from a debt collector the you can safely ignore it and cancel your payment plan. They have absolutely no powers.
For bailiffs to come, you must have received
A letter before or of claim and failed to respond
A court claim by post from the court or MoneyClaimOnline
Failed all the requirements to acknowledge service, submit a defence, and attend a court case
Lost at court (whether you know about it or not)
Had costs awarded against you
Failed to pay costs in the prescribed time
Had a CCJ awarded against you by the court
Failed to pay that within the prescribed time
Has any of that happened?

Who was the original parking charge from - the council or a private company? If the latter, please provide their name.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

It was a ticket from the council not a private company.
They've said that it's gone through court so I should've received a summons but didn't. I probably have had the letter but I've been really suffering with depression and I've not followed up on some things that I should have. It's possible that I've overlooked it as the post generally makes me really anxious.
The company is called Newlyn plc.
I'm not sure about CCJ etc but it is possible that I've not paid in the time.
I do want to pay it but I can't afford it in one go, and the extra costs and bailiffs taking my stuff away is going to push me over the edge.0 -

ALso it doesnt really "go through" court - they just registere it there after the NtO is ignored.
But to get that far you had to fail to receive a NtO, or ignored it.0
