Litigant in Person Rate

Got chewed by the Judge in a previous case, want to get this straight before another case next week.
Lots of correspondence states LiP rate of £19/hr, but where is this stated in Law?
I've found a reference to The Litigants in Person (Costs and Expenses) Act 1975 from the Law Society Gazette in 2013, that quotes £18/hr.
Does anyone else have a better link?
