                    Thanks everyone who has provided advice and contributed to the "Newbie" section - great help.
I didn't have to post for further advice but managed to get my "fine" retracted by the landowner.
I was parked at Barnet Hospital who use ParkingEye to monitor their car park.
I had unfortunately missed the boat by reading all ParkingEye letters too late. I had the CCL / Warning of being taken to Court letter (letter before county court claim) before I took any action - so be mindful that it's never too late!
Hopefully, this can help others:
I contact the PALs team for Barnet Hospital who can be reached on 020 8216 4924 or bcfpals@nhs.net.
A phone to call to the PALs team was required to ensure they actioned my request and get them to forward on my email, I waited 3 days. The team that cancelled the fine was the "Royal Free Barnet Hospital Car Parking Administrator" contactable on the following details RF-TR.CarParkingBCF@nhs.net. or 020 8216 4262. - The process was very efficient once they received the email (response and cancelled within hours).
My email was firm and expressed the lack of parking and inaccurate advice I was given by staff (I called to check where I could park) and how expensive the "fine" was.
The final response interestingly highlighted the following:
1. this PCN is cancelled providing this case has not reached the County Court stage or an appeal has been lodged and subsequently rejected by POPLA (Parking On Private Land Appeals).
This was my planned next step so I'm surprised that the cancellation relies on this not being rejected. I'm not sure what the reason would be - either way, it sounds like I was just in time.

 The landowner can cancel a PCN at any time, assuming it's in the contract with the scammers, but it is much harder to do once the court process has started. The scammers have spent money and are out of pocket. Boo Hoo, but the landowner may think it's reasonable to allow court to continue because of this

            I hope the response was by letter or email as its worth keeping just in case the scammers lied to the hospital and pursue it in the background. Ensure you have the correct address on the DVLA for the car.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

            IIMO that PoPLA decisions are equivalent in value to an egg cup full of lukewarm urine.
 For a Pals to accord them such importance shows, in my mind, the total ignorance by them of the nature of the beast they have invited to bed. Perhaps OP should raise this with the head honcho.You never know how far you can go until you go too far.0

 I think what they might be saying about PoPLA is that once PE have had to pay for a PoPLA appeal to be heard, PE will not cancel unless someone pays the PoPLA fee (£27 is it?).I disagree entirely about the PoPLA bit, as that is still before the court process.
 Barnet Hospital obviously don't want to pay that, hence their stance.0

            Hi,
 I wanted to thank the OP. I had a similar issue with ParkingEye coming after me after I parked at Barnet Hospital. I received a Letter before Court Action letter and was almost tempted to pay the £100. But following the advice above and speaking to the (very helpful) hospital parking department they are requesting it be cancelled.
 A great relief, very sharp practices going on with these companies.0
