                    I hired a car from a national company last summer whilst my car was being fixed. I picked my car up from the garage and the hire company told me to park up outside and leave the key on top of a tyre. Later I received a parking fine related to an offense committed some 3 or 4 hours after leaving the car as requested. I contacted the hire company and was told they would fix it. The parking firm had got my details from the dvla. Now the hire company must have provided my name and address. The date of birth was way out. Now I am being threatened by a debt collection company of court proceedings. What to do?

 You are talking about the hire car, aren't you? The DVLA wouldn't have your details. The DVLA are allowed to give out the details of the registered keeper i.e. the hire company, who I presume passed on your details. Which I expect their contract allows them to, where it relates to something during your period of hire. It sounds more like a c0ck-up about who had the car at the time rather than a data breach.I was told by the parking firm that the dvla had provided the details.0

            Post #8 is correct. There is no GDPR breach ... the private parking company (PPC) approaches DVLA for keeper details (Hire Company - HC), then HC notifies PCC of the hirer details (you) in order to remove their liability for the charge. (It could have been worse - HC could have paid the charge then invoiced you for it plus an admin fee).
 Do you have any proof of the time that you returned the vehicle?
 Do you have written proof of their instruction to leave the key on a tyre?
 When you received the PCN, did you also receive a copy of the hire paperwork?0
