Unpaid traffic penalty

Today I received an unpaid traffic penalty notice from Cardiff Council informing me that I must pay £105 for driving in a bus lane on 11th November and as I have not already paid it then I have lost the right to appeal. This is the first letter I've received from them though and I certainly would've appealed if I'd been given the chance due to to the sign being placed immediately before the bus lane so I had no choice but to proceed on to it as there was no where else to turn.
Does anyone have any advice as to what action I should now take?
It also states the following in the letter....
The outstanding amount shown above must be paid within 14 days from the date of service of this certificate (2 working days from the date of issue as shown above unless proven otherwise).
I'm a bit confused with the part in brackets. Any ideas anyone?

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a gmail account instead if you do have trouble registering) and post a new thread; here's your link:
http://forums.pepipoo.com/index.php?act=SF&s=&f=30
Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
