Lease Car - PCN

Hi, I've read the newbies thread and I am so confused. The Lessee received a letter from the PCN admin centre. Its a notice to driver/hirer, they obviously got the details from the lease company. It is the first the hirer received did not have any notice on their windscreen.
The driver parked on private land and had a permit in the windscreen, which has been used for 2 years.
The driver has since returned and noticed the other cars permits look newer and different to the one they are using so not sure if it is out of date, albeit the company name on the permit is still the same, CMS. The driver was handed the permit when the boss left so am not sure where it was obtained from.
Can I still appeal and if so can you tell me which link to follow for a template as I wasn't sure which if any applied.

edit the above, it was THE DRIVER that parked on the day
and the HIRER or LESSEE that has received the paperwork in the post
no blabbing about who may have been driving, not to anyone
I assume they did not include the hire docs as required by POFA2012 ?
appeal using one of the EDNA BASHER examples you find at the bottom of post #1, there is a specific section about hire and lease vehicles so you follow his advice
check with your company if you need a newer permit, if the others look newer0 -

There were no hire docs, just a one page standard letter from PCN admin centre

I suggest you sort out the 2 changes I made above, IN THE FIRST POST
appeal as hirer/lessee/keeper (day to day keeper) following their appeals process within the 21 days allowed, using an edna basher example
no hire docs = no POFA liability0
