The car was then prevented from exiting by the xx delivery truck from 11:19:27 am to 11:12:12 am, images 25-32. As such the total parked time, during which the signage was identified and read, was 5min 33sec, the total time on the site before exit was attempted was 8min 17sec and the time total within the car park was 11min 2sec. The last time period includes 2mins 45sec of waiting time during which exit was prevent by obstruction. Therefore the issuing of a PCN by OPS is in breach of the BPA Code of Practice(CoP) on mandatory grace periods.

Those timings seem incorrect, as they should be in time order , yet seem to be in reverse order


ie:- 11.19 to 11.12 does not compute, please amend accordingly


is it 11.19 to 11.22 ????

About to submit, thanks for all the help. Quick question on submission to POPLA. You have to pick a category for the appeal. Mine is based on grace time and also bad signage. So I assume I go for both ‘Other’ and ‘Not improperly parked’ and sub category ‘Terms and conditions of the car parked were not were not properly signed’? Do I then fill the boxes in with ‘See attached file’ and attach a PDF of my appeal with embedded images?

These then get saved as PDFs and uploaded to POPLA under OTHER (ONLY)...
