Parking charge in ow. Car park... So confused! Help!

Hi everyone,
I would really appreciate some advice. I've ready the newbies sticky but I'm still confused as to what to do.
I received a windscreen PCN from One Parking solutions. The websites says they are with BPA and IPC.
In November, we received notice that our flat car park would require a permit and gave the email where to send our details and evidence of vehicle ownership. I did this and received confirmation from our flat management company that they had received them in December. No further information was given and I assumed it was being taken care of.
I received the fine this morning. I questioned it with our flat management who said they sent the permit on the 18th of December but I never received it. They are sending another but will not help with the charge as they said it's an outside company.
I've checked my tenancy agreement which states that parking is a shared facility on a first come first served basis. No mention of permits. However, I'm not sure if by registering for a permit I have agreed to change this clause.
I have no idea where to start with this, should I list appeal or wait? Any help is greatly appreciated.

BPA AOS only.
So do as the NEWBIES thread tells you and appeal online as keeper using the template. As this was a windscreen PCN, wait till day 26, as explained in the sticky thread. No need to ask why, it's all explained in the sticky.
