    I will write a letter (recorded delivery) addressed to next door, the landlord if a different address appears on land register title, and the estate agents.


    Recorded will just hinder you. The tenants will not sign if it is nott for them and it will be returned to you. Well assuming you meant special delivery. If you mean signed for 1st/sn2 it does not require a signiture and you will not get one. You can claim stamps back for the extra you paid. Just better not to complicate things. (recorded has not existed for many years).




    The tenants have given me the estate agents details. I have been in touch with the estate agents and they have 'forwarded my concerns' to the landlord. They said they cannot give me the landlords details stating GDPR.


    Well that's just nonsence. Providing you proove you live there and tehre is a leak (I'm sure this is fairly easy), they have no reason not to give you it. Just a handy excuse.






    Anyhow do you not have insurance that can deal with this as has been suggested? They would be in a better place to do something given the issues.

    I meant do the refit work in my house using my builders (and then claim from the landlord next door using a small claims court) but only once the landlord or Severn Trent has fixed the leak next door.

    I have showed the estate agents the title deeds, council tax letter, utility letter to prove I live there.

    I thought once the landlord/Severn Trent fix the leak, the work to do in my reception room I could do using my builders and claim back using a small claims court. To avoid my premiums going up in subsequent years to come.

    This does seem to be getting a bit messy. I'll give it chase myself, but if no luck will leave it to the home insurers.

    Take a read of severn trents code of practice and perhaps try and work with them to serve notice on the tenant or landlord.
    I would not touch the supply, in case you contaminate the supply for the other service users and land yourself in a predicament where you're legally responsible, its also illegal to cut off a shared supply without consent of the shared parties even if it is to fix it just like party wall agreement the others on the supply need to be informed and consent to any shut off.

    If your lanldord/tenants play games, Sevent trent can meter the leaking supply and make you all pay for it OR give you all single supplies to your boundary and make you all pay for a new service into your homes.
