Possible negligence of previous freeholder

Almost two years ago the flat roof above my apartment began to leak. This continued, with various bits of the ceiling being removed by the freeholder while he investigated the problem. He undertook a variety of tests but to no avail.
About six months ago the freehold was sold and the new freeholder decided immediately that it was clearly a failure of the Permaseal flat roof (well, whoever would have guessed?) This was tested and replaced and now we are at the point of insurance which looks like it will be minimal.
Do you think I could claim the first freeholder was negligent and if so, would that carry over to the current freeholder.
The extent of the water damage to the fabric of the flat is great and will require new plaster boarding, plastering and decorating. I wonder of there should be compensation for having to live in a flat blackened completely across one wall with mould while the freeholder faffed about trying to avoid an obvious repair.

When you say the insurance is "minimal" do you mean it does not cover the cost of damage to the contents that were insured. If is the case the matter should be taken up with your insurance company.0
