Restricted parking during certain hours, VCS

Hi, I'm posting this on behalf of someone else and as such, will refer to the person who was driving the vehicle as the Driver.
On the 20th Dec, the Driver used a car park at Leeds Dock. On return to the vehicle a PCN was noticed on the windscreen. The notice with regards to restricted parking was missed. The hours were from 17:00 to 20:00. The contravention occurred at 20:24. I can post a photo of both the PCN and the NTK if needed.
*Edit: I've been shown a photo of the sign. It states 17:00 to 08:00.

The NEWBIES thread tells you what to do, and that 'PCN' from VCS followed by a quick NTK, was not a CN at all was it? See the Q&A in the NEWBIES thread about 'myparkingcharge' fake PCNs that are not actually a PCN.
Your friend can't win at appeal, as there is no appeal worth trying at 2nd stage and VCS will turn any appeal down. But DO NOT PAY, just raise a dispute/appeal as per the NEWBIES thread then wait for the court claim, later, which is where these cases are 99% won here.

I've read the newbies thread. It states to search for myparkingcharge.co.uk (unless I missed something?). I was after advice as that thread is a bit daunting.
I've been looking around and the only thing I've found so far is, they got keeper details from DVLA and posted the letter within eleven days. That's contrary to POF 2012, section 4, subsection 4.
Other than that, I'm stuck.0 -

When I search for that I get 196 very relevant and similar posts to read (Search took 0.59 seconds).

I had at least a hundred tabs open. I was originally searching by threads, I've changed that to posts. Just going over the posts now.

Rechecked newbie sticky. If I'm getting you right, this is a fake PCN and as such, the best advise would be to contact the venue where the ticket was issued.0 -
Thats always something that shoul dbe tried. Landowner cancellation is priority one
What youve missed is that this "not a NtD" is not regarded by the DVLA as a Notice to Driver and as such, they are bound by Para 9 of Sched 4, not 8, meaning to invoke keeper liability they have to get ithe NtK to the keeper within 14 days0 -

I've passed the info on to the Driver. Leeds Dock was contacted but a Manager wasn't available who could deal with this. Was told this person should be able to get the ticket overturned and they'd be there tomorrow.
The Driver was told it was fine to park in that area of the car park on that day (and time) and from the sounds of it, it's an ongoing issue with the parking operator.
