"Post by the end of" on Royal Mail labels

I assumed it was for the RM postage times. If it has post on 5/1 on label, someone posts it on 7/1 and it's delivered on 8/1 then it's seen as a 3 day delivery rather than a one day delivery.I just assumed it needs a cut of time for some sort of book keeping purposes.
With franking I've missed a parcel and posted it the next day, RM tell me off. What I'm supposed to do is put a blank franking label on the parcel with the date of postage on then I can still use the older franked label..0
