PCN - Should I pay?

Hi,
I've read the FAQs and hoping for some advice. Let me know if there is already a similar thread that helps me out!
I parked in a private car park today - managed by UKCPM. That area of town is restricted council parking and there was a funeral taking place so I had no other choice. The signs in the car park were SMALL but anyway I spotted it and got out to read it. It gave me two options - register my registration with the hotel that the car park also served (I assumed this applied to hotel guest and therefore doesn't apply to me) or pay via app/calling a number. I was late for my appointment and had no phone battery so decided I'd try and sort it when I got back to the car. There was no alternative way to pay.
By the time I got back to the car (40 minutes later), I had a ticket. Should I just suck it up and pay? I wasn't able to pay the £1 for the hour through the app as requested - but I feel like there was little alternative for people in my situation! The fine is £60 if I pay within 14 days, after that £100 (which seems extortionate for not paying a £1 fee).

I've been advised by friends/family just to completely ignore any communications and not pay. Some have done this before and nothing has come of it - companies got tired of chasing in the end I suppose. Is this not wise? I'm cautious that this might result in me being taken to court.0 -
