Dart charge

I opened a letter intended for the previous house owner by mistake and now don't know what to do. It is a Dartmouth Crossing charge for christmas day and issue date is 03/01.
Shall I just call them explaining my mistake? Or sellotape up where I've ripped the letter open and send back saying - opened by mistake, not at this address? What is best to do?
The person mentioned sold me the house 18 months ago so it seems strange. His name is correct (I get other disdirected post for him occasionally).
Thanks for help.

Assume this is Dartford Crossing not Dartmouth! After 18 months if the previous owner hasn't updated his address then IMO it is his lookout. If you prefer sellotape and send it back saying "Not at this address". No need to apologise.0

Yes, sorry should have said Dartford, in a bit of a bad cold fog at the minute.
I'll do as you say thanks for the help.0 -
Unless you hate them, let them know. We paid the crossing ten hours late but our mail fining us went to an old address and the payment due rocketed from 2:50 to £190. Explain that and they'll be grateful.0

but our mail fining us went to an old addressPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The amount of people that fail to update the V5c is ridiculous. For future reference if you contact the Dart Charge people on Twitter they are very helpful and will often waive fines.
An account is cheaper if you use the crossing regularly.0 -
When people are moving house, updating the records/info with the DVLA isnt always a prioty amongst all the other essential thigs that need to be done, house moving can be stressful and time consuming, so its understandble why some things can get put to one side.
As for the Dart charge, if you are a regular user set up an account.
If you are unfmiliar with it, then again its easy to see how you may not know about it.
You will find the Big C in a circle logo, the same one thats used for the congestion charge in London, ut if you dotn drive in londn thn how will you know what it means, Diversion route C??
Likewise with the signs "Dart charge visit us online before midnight"
If they called it what it is "Dartford Crossing toll Cars £2.50 etc Pay online or phone xxxxxx " then the amount of forgets would go down.
Anyways, as above get in touch with them, for a first forget you should get an easy ride,From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0
