When someone should decide that it is the time to quit this relationship and look for someone else?

I guess it's time to quit when you decide it's time to quit, when it's no longer worth continuing with the relationship, when you can see no future in the relationship.
Personally, I wouldn't decide it's time to quit a relationship and look for someone else, especially if it's a long-term relationship.
If the relationship has run it's course, I'd end it.
If someone else came along, so be it.
If they didn't, so be it too.0 -

When it's become intolerable to live with / be in a relationship with the other person. After you have expressed your unhappiness and given them the opportunity to change / you work on your issues / try to sort whatever the issue is. Then if all else fails I guess you can't be expected to live a life of misery.
Not sure about the second part. Just because you leave someone doesn't mean you must immediately find another man/ woman! Actually I'd say someone who is content and independent within themselves will probably find a better relationship when the time comes. They will enter into a relationship for the right reasons.0 -

Most people who end a relationship will eventually look for someone else (may not succeed though). I think OP worded the question in an unfortunate way.
The answer to the question of when to finish your relationship is when you think you will be happier if you do.0 -
