At a standstill!! Help!!

Hi all again,
I'm sure alot of you are aware of my current situation.
If not then I am due to get the keys to my new property on the 16th November. I will hand my current keys back on the 20th November.
Now I secured new property 8 weeks ago and I was assured that all work that was needed would be done and moving in date was agreed.
LL decided to put in new carpets - all over -and he has put the rent up to cover his costs for this.:mad::mad: I feel a little penalised as the last tenants wrecked the house.
Anyway LL paid a "Mr Fix It" to do all the glossing, buy and lay the carpets. That was two weeks ago.
Last Friday "Mr Fix It" turned up and spent two hours washing his van then disappeared. He has not returned since. Now I've been told that LL paid £1300 up front!!:eek::eek:
Now LL wants me to sign contract and pay advanced rent etc before the 16th. I don't believe we should as the house is not habitable.
I guess I am asking for advice here guys, what should I do. If I wait to see what happens I fear I could end up homeless with 6 children:eek::eek::eek::eek: I don't want to rock the boat as such but I also don't want to be taken for a fool if this makes sense

Do you want this property, with the new carpets and the higher rent:
a) yes
b) only if something better doesn't turn up
c) only if I can negotiate the rent back down to the agreed level.
Start looking around to see if there is anything better that suits you otherwise negotiate or accept the rent.

a) I was at the time - alot has happened which has put me off somewhat
b) If it comes to the crunch on the 20th then I will have to accept it
c) There is a 4 bed semi 1/2 a mile from us for £600 a mth with our current letting agents - who are fab - so no referencing needed and its available now.
I do want the house but I cannot move into it in the state it is in. I have a severley disabled child who has no immunity, no mobility so she spends alot of time sitting on the floor
I understand that it is acceptable about the deposit BUT if it was through a letting agent then the house would be to an acceptable standard on date of completion. I have a feeling this LL will not be the same and that is what I am worried about.
I just wish we could stay where we are but I guess we can't have eveything we want:rolleyes:0
