Getting Deposit Back on Periodic Tenancy after 20 Years

I left my rented house after nearly 20 years, 19 of which were on a statutory periodic tenancy.

When I first rented, I paid a bond equal to one month's rent. I had no notification ever that the bond was subsequently protected.
There was no inventory, photos, or anything signed other than a basic tenancy agreement with no binding obligations.

Roll on the end of my tenancy 3 months ago. I heard nothing at all from my landlord acknowledging my written notice. However he then sent me a form to sign to say I would leave the property in a 'lettable condition'.

Not being foolish enough, I refused to sign anything!

Now he has sent me a certificate to say the bond was protected in mid 2015. My requests for return of the deposit have met with the usual silence.

Any ideas what to do next? Do I contact the deposit scheme considering the certificate has no signatures on it at all?
