  • Am am delighted to report that I managed to get my UKPC PCN cancelled, issued as a windscreen ticket at Aylesbury Shopping Park, Cambridge Road.

    Here are are the details should anyone else be in similar position or if you want to contact the owners of the car park.

    This relates to a 'fluttering ticket', my husband was completely unaware it has blown off the dash, (our vehicle is a private lease just for info.) However it is definitely worth contacting Aviva Investors who are the owners of the car park if you have an unfair PCN issued to you here.

    I tried a couple of the shops at the retail park, all told me they could not help - useful! and I should appeal to UKPC. I also attempted on numerous occasions to phone Aviva Investors before Christmas but got nowhere.
    After advice from this forum I wrote my appeal to UKPC, and emailed it on day 24/25.

    That same evening I wrote an email to the CEO of Aviva Investors Mark Dixon, (please note he ceases to be CEO in April 2019) attaching my appeal to UKPC, the printed ticket and the PCN cc'ing Lara Weaver - details obtained through hubby's Linkedin.
    I never expected to hear anything, however the following morning I received a phone call from Andrew Coles, Director Senior Asset Manager at Aviva who apologised for the over zealous warden and told me that my ticket would be cancelled, just like that!!

    I have to say I am very surprised, but delighted they responded so quickly.

    I am not permitted to post links here as I am new to this forum, however if anyone feels they can make use of my email to Mark Dixon please message me. (or my appeal to UKPC - not that it's needed it now.)
    I can post it here if moderators feel it appropriate, wasn't sure?

    What a great result, and an excellent report about how you got all the players you brigaded to help you through this, especially highlighting the critical role the landowner can play in effecting a cancellation.

    I'm sure many others will benefit from reading about how you beat this scourge.

    Dear Mr Wilson,

    I realise that you are the outgoing CEO and firstly I wish to apologise for bothering you with such trivia, however I feel sometimes matters have to be escalated to get a response.

    I am very disappointed that I have not had any of my calls returned from anyone at Aviva PLC OR Aviva Life and Pensions UK Ltd. I realise that calling before Christmas isn’t ideal and it is a busy time for any business, however this leaves me feeling very frustrated, as each time I called I was promised a call back I did not receive one.

    I have been calling to find the correct people/person to address regarding a speculative and extortionate invoice (PCN) by UKPC inviting me to pay £90 for the privilege of parking at Aylesbury Retail Park while the occupants, including children, spent monies supporting businesses at the retail park shops in the run up to Christmas..

    The driver of my car printed a ticket from the machine, and placed it on the dash (they use this car park on a regular basis and know exactly what to do - print ticket, place in vehicle, shop for free for up to 2 hours). However when the ticket was placed on the dash it must have blown down after the door was shut as when the driver returned to the vehicle there was a PCN on the windscreen. The flimsy paper ticket was on the car seat - still visible.

    The driver tried to locate a warden to show them the printed ticket to resolve this matter there and then, but there were none to be found, typically.

    I have been informed that Aviva Life and Pension UK Ltd are the owners of Aylesbury Retail Park and I was calling to try to get this matter resolved quickly and as was hoping to avoid the appeal process through UKPC (which from a quick Google search seems to be a pointless exercise as it’s not independent and clearly not in the companies interest to void any PCN’s)

    It is also clear from news articles and search engines what type of company UKPC are; I see they have previously been banned by the DVLA for their questionable and fraudulent practices! They are not a pleasant company to deal with and I have absolutely no faith in their processes to apply any form of discretion.

    I am asking Aviva to please intervene and to have this speculative invoice from UKPC cancelled as, you as a company, UKPC or any of the retail tenants, haven't lost any money from this unfortunately incident. This is all just because a piece of paper with no sticky back had moved from the dash to the seat.

    The issue here on this particular occasion is that the tickets clearly are not fit for purpose if they are able to blow down from the dash so easily. (I attached the ticket and PCN for your attention)

    2018 has been a dire year for retail and penalising shoppers when they have fully complied with the rules does nothing to encourage physical shopping at local shopping parks, in fact this makes me want to do the complete opposite.

    In 29+ years of driving my husband nor I have had any motoring offences, penalty points let alone a parking tickets. I am very upset that a simple mistake cannot be dealt with in a civil, sensible way and I am sorry to be contacting you and wasting your time, but I feel I have no other option.

    I repeat however, that I have not had the courtesy of any contact from Aviva of any sort and sincerely hope that this can now be remedied.

    I respectfully request that you would consider my appeal to you and please intervene and rescind this unfair PCN and extortionate charge.
