2 parking tickets from same attendant within 3 hours?

I received a parking ticket in Edinburgh, ( rightly so, I had dropped something into my work and got caught up and didn't realise the time and by then the parking limitation came into effect). I thought you couldnt get more than 1 ticket in the same day? So just left my car where it was as in a few hours I would be leaving. I got issued a.second ticket from the same attendant under a code 2, the first one was under code 1, 2.5hrs after the 1 ticket was issued, is this allowed or can I have one cancelled?

waamo's question is important because we deal predominantly with private parking charges here on MSE, whereas pepipoo.com is the best place for council and police motoring matters.
If private, then you need to edit your post before you do anything else to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.I married my cousin. I had to...I don't have a sister.
