Yes I know, I should have known better.
Bought a smartphone fron Chinese company in early December. It never arrived.
The company emailed to say they have proof of delivery. They have not!
Paypal dispute opened but so far no refund.
What do I do now?

When did you open the dispute? Have they provided a tracking number?
If the Paypal dispute is open then it will tell you what stage your at and what they are waiting for. Seller to leave proof of delivery or waiting for your response?

This will probably be a bit controversial but needs to be said.
There are ways to shop safely and ways that are not safe.
Buying expensive consumer electronics from ebay is NOT a safe way to shop.

True
Buying expensive consumer electronics from ebay is NOT a safe
way to shop.
Not true buying anything from ebay with paypal offers a lot of protection
Buying expensive consumer electronics from China is NOT a safe way to shop.
Also not true, there are plenty of good honest Chinese sellers, a bit due diligence is all you need to shop safely from Chinese sellers.
Buying expensive consumer electronics from a Chinese ebayer is asking to be fleeced.
Again Ebay with paypal doesn't matter where they come from the protection is the same.0 -
I buy a load of electronics from China. I cannot make the stuff for anywhere near what they sell them for.
Cheap stuff like Buck Converters for £3 or so and upto £600 for DRO units.
I get a few issues now and then, items not arriving or they sent me a cheaper item but it always comes out even or in my favour.Censorship Reigns Supreme in Troll City...0 -

It's controversial because it's not true. You can buy electronics from Argos, amongst others, on Ebay. It actually offers more protection than walking into a store. You have Ebay protection, distant selling protection and Paypal protection. This will probably be a bit controversial but needs to be said.

I'd have a little more agreement with China if only for any potential safety issues. As with anything if you find a reputable company and check their feedback that would limit any potential damage. I'd say it isn't necessarily the most prudent way to shop. It's more of a gamble than buying in the UK, you'd need to weigh up the saving against having an approved/safety tested item..0 -
So far I've had:
a 3 pin plug the size of a postage stamp with no fuse in it,
car fuses that blow with hardly any load
a TV that didn't have a thermo plastic used around the screen so after a few times of getting hot, the screen surround disintegrated and split.
windscreen wipers that began to break down after a couple of uses
a mains wire that was twice as thin as anything I'd ever seen
numerous items smaller than looked, one placed next to a shoe for reference size (small feet?)
a starter solenoid that failed from the start intermittently, and when I went to take it off the bike and applied a small amount of pressure, all the components fell out.
I could go on...
