POPLA sent me a list of Registration Nos. (from the private car park firm) that have paid, with my Reg. No. not showing on the list for that day!!
POPLA didn't send you that. Carflow provided it and sent it to the POPLA Portal.
Is there any VRN that looks similar to yours, a part plate, anagram or your other car?
Most likely the keypad failed in some way when you made payment (I never assume it's a typo by the driver, but it could have been that).
I would try to catch Carflow out and send their Data Protection Officer an email (see their Privacy webpage for DPO contact) requiring all data held including a redacted list of VRNs from that hour, that day. You will need to provide ID to show you are the data subject relating to that car. Your V5C is ideal, and enough info for a subject access request.
Yes - I know thy already sent one to POPLA, but don't remind them. Let's see of the one the DPO supplies when you ask, is the same as the one they showed POPLA.
I say this because these 'VRN/payment machine' lists can potentially be altered, cut/cropped, mocked up and generally tampered with, as the Judge remarked she believed Excel had done in a case called Excel Parking v Ambler. Excel provided one VRN list (just a piece of paper anyone could have typed) before court, then a different list for the hearing, and of course the Defendant noticed and the Judge (and the appeal Judge) were all horrified.
And it's only Carflow so calm down, you won't be paying them but let's try to expose whether their DPO supplies a different VRN list. Study it closely, look for similar VRNs, and like I said, any 2nd car reg mistakenly typed in. Not that this would mean you should pay a scam, of course!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks. I've seen a charge of £12 somewhere but didn't actually see what it was for. They offer several services I believe so may have been for something else.

yep, they do charge various amounts for different reasons, and the online charges tend to be less than the paper based enquiries charges
I still think its £3 online but am happy to be informed if its changed and £3 seems a worthwhile expense to me0
