CPM appeal

Good evening,
A windscreen ticket was issued to a vehicle for not displaying a valid permit and an appeal was submitted to CPM. The confirmation of the appeal being submitted was received at the end of November and it stated that they would issue a response within 28 days. However so far a response has not been received back in relation to the appeal.
Does this 28 days cover 28 working days or a straight 28 days?
Last week a letter to the keeper was received stating that there was an unpaid fine with all the usual demands for payment.
Where does this leave the owner of the car?

Somewhat irrelevant. If they're not going to respond, they won't and there's nothing you can directly do about it. Which 'days' are of no consequence.However so far a response has not been received back in relation to the appeal.

This has nothing to do with the owner of the car, just the registered keeper and possibly the driver.Where does this leave the owner of the car?
There's nothing more you can do with an IPC Operator (which UKCPM are) but to wait to see if they issue court proceedings (which UKCPM will in all likelihood, as they are now probably the most litigious PPC in the land).
Come back on this thread if you receive either a LBC or MCOL Claim (acronyms covered in the NEWBIES FAQ sticky, post #5).

If they say days then it is not working days.
You must understand that this is an unregulated industry that makes it's own rules. It also decides whether or not to follow those rules.
By CPM do you mean Countrywide Parking Management Ltd, or Car Park Management Services (CPMS) Ltd, or something else?0 -

NO it did not say "fine", its said
there was an unpaid parking charge , which is an "invoice"0 -
