Appealing POPLA - Smart Parking - overstay by 18 mins

I have received my POPLA from Smart Parking. They have rejected my initial appeal (I stated I was the driver) on the grounds I overstayed at the car park for longer than what the photographic evidence states.
The car park allows you to stay for a maximum of 5 hours with 2 hours no return and I stayed 5 hrs 18mins. This is stated in the initial notice. However when I appealed, my POPLA reply states I overstayed by 78 minutes as they are now claiming the maximum time you can stay is 4 hours with 2 hours no return.
Do I have a leg to stand on to be able to appeal this? I have read through a lot of the threads and posts to find a situation similar but I’m struggling, more so because I did go over but I just think £60 is steep to pay for just 18 minutes.

Irrelevant I'm afraid. The nature of the beast you are grappling with, not helped by the Beavis decision of the Supreme Court.more so because I did go over but I just think £60 is steep to pay for just 18 minutes.Please note, we are not a legal advice forum.
