New Style JSA

My son is looking to claim JSA but it seems the way it is claimed has changed so he can no longer claim income based and would have to claim the new style JSA. However it seems he cannot do this either because although he has worked part time for the last 3 years he has not earned enough to pay class 1 contributions. Is this right or is there another benefit he can claim whilst job seeking?
